Please join the Harriman Institute for a talk by Dr. Louis Skyner.
Dr. Louis Skyner is an associate fellow of Chatham House, and currently works as senior legal counsel in Oslo / Moscow for a Norwegian company working actively with the Russian offshore petroleum industry. Before moving to Norway he wrote a doctorate at the University of Cambridge on the establishment of a legal framework for the development of a real estate market in Russia. He further developed this research by completing a post doctoral thesis at the Centre for European Law at the University of Oslo on the regulation of natural resource use, focusing on the incorporation of international principles and practice into Russian law and practice. Based on his research and subsequent legal practice he acted as legal expert for the EU Commission within the EU - Russia Energy Dialogue, and worked closely with the Russian government in their development of a new framework for a system of environmental risk management.
